    Summary Information:
    The North Stradbroke Island 'Building the capacity of the community' Shared Responsibility Agreement is aimed at developing capacity to better identify community issues, priorities and solutions.

    Shared Responsibility Agreements are agreements between governments and Indigenous communities to provide discretionary funding in return for community obligations. The new arrangements developed from an initiative of the Council of Australian Governments and replace the previous ATSIC system of funding.     Detailed Information:
    Purpose
    Specifically, the SRA supports the employment of a community broker who will work with the community to assess its current assets, infrastructure and potential SRA opportunities, as well as identifying an appropriate community negotiation process for its dealings with government. It is envisaged that this SRA will help to 'build cohesion, collaboration and capacity of the community as a whole' and result in whole-of-government and whole-of-community responses.

    Shared Responsibilities
    The community will participate in a community self assessment process, and chose up to 12 representatives of family groups to form a Negotiation Team to represent the community. It is hoped that a framework of 'Shared Leadership' will prevent organisational factions from developing. The community will also provide office equipment and space for the Community Broker.

    Families and individuals will participate in the community consultations of the self-assessment process; help to identify further community issues to be looked at; participate in activities designed to aid further SRAs; and work within the shared leadership model.

    The Commonwealth Government, through the Office of Indigenous Policy Coordination, proposes to provide $70,000 to employ the Community Broker. The Queensland Government, through the Department of Aboriginal and Torres Strait Islander Policy, will provide executive support to the steering committee of this SRA. In addition, the Redland Shire Council will provide $10,000 to support the activities of the Community Broker.

    The funding of the SRA is subject to the partners entering into a legally binding funding agreement.

    Performance Indicators and Feedback Mechanisms

    The SRA provides for the following performance indicators, to be provided by the steering committee of the SRA:
    1. extensive community consultations which include all community demographics;
    2. development of an appropriate community engagement strategy;
    3. compilation of a community development of a community action plan which will set out community aspirations, and short and long term goals;
    4. employment of a community broker;
    5. development of a Regional Partnership Agreement;
    6. establishment of a steering committee with monthly meetings;
    7. reporting on the proportion of the indigenous community who have participated in the community self-assessment and planning process, as well as in the community capacity-building exercises; and
    8. participation in these processes by community organisation representatives.

    The feedback mechanisms and SRA monitoring strategies include:
    1. SRA monitoring meetings involving the Brisbane Indigenous Coordination Centre. These meetings will identify the strengths, weaknesses, threats and opportunities for the project;
    2. monitoring by the Department of Aboriginal and Torres Strait Islander Policy, Redland Shire Council and the steering committee; and
    3. quarterly meetings with all the parties after which a progress report is to be distributed to all parties outlining progressive outcomes of the SRA.
